(AP) ? Twice as fast as an airplane, cheaper than a bullet train and completely self-powered: that's the mysterious transportation system that inventor and entrepreneur Elon Musk is promising to reveal design plans for Monday.

Musk has been dropping hints about his "Hyperloop" system for more than a year during public events, mentioning that it could never crash, would be immune to weather and would move people from Los Angeles to San Francisco in half an hour.

Coming from almost anyone else, the hyperbole would be hard to take seriously. But billionaire Musk ? who sold his first computer program, a $500 space game called Blastar, at age 12 ? has earned his reputation as an inventor and entrepreneur, co-founding online payment firm PayPal, electric luxury carmaker Tesla Motors Inc. and rocket-building company SpaceX.

During a Tesla earnings call Thursday, Musk said he would reveal plans for the Hyperloop on Monday. But he said he is too focused on other projects to consider actually building it.

"I think I kind of shot myself by ever mentioning the Hyperloop," he said. "I don't have any plans to execute, because I must remain focused on SpaceX and Tesla."

He said he would fulfill his commitment to publishing a design, and he said he invites critical feedback after its release Monday to "see if the people can find ways to improve it." It will be an open-source design, meaning anyone can use it and modify it.

Also Thursday, Musk said during a Google Hangout with Sir Richard Branson about entrepreneurship, "It does involve a tube, but not a vacuum tube."

His hints and promises have prompted a flurry of online speculation.

Canadian John Gardi, a self-described "tinkerer," posted online and tweeted his conjecture a few weeks ago to Musk.

"I believe that Hyperloop is merely a modern day version of the pneumatic tubes used in banks, stores, and industry to move money and small items over long distances or to other floors of a building," he said.

Musk responded, "Your guess is the closest I've seen anyone guess so far."

Britain plans to name, shame 'cowboy' tax advisers

LONDON (Reuters) - British authorities would get the right to name and shame tax advisers who deliberately steer their clients into tax avoidance schemes that are likely to break the law, under a government proposal announced on Monday.

The proposal is part of a wider effort to discourage companies and individuals from using complex schemes - some of which drift over into illegality - to reduce their tax payments, after several multinational firms were shown to be paying little or no taxes in Britain.

"The vast majority of tax advisers are not high-risk and have moved away from selling aggressive avoidance schemes but there is still a minority that persists in promoting these schemes," Treasury Minister David Gauke said in a statement.

Tax avoidance schemes seek legal ways to reduce tax bills for companies or wealthy individuals. But some which take advantage of complex ownership structures, often involving overseas tax havens, are illegal.

The new policy would empower Her Majesty's Revenue and Customs (HMRC) to name the so-called high risk tax advisers it considers to be promoting schemes which are deliberately opaque and likely to be hiding illegal activity.

"This (policy) consultation will allow HMRC to further close in on the 'cowboy' advisers promoting these high-risk schemes," Gauke said.

While Britain has pushed for more international transparency on tax havens, it has faced criticism from campaigners because many of the most popular havens are British overseas territories or dependencies.

[Movies] Is Vin Diesel Set For Guardians of the Galaxy Role?

Diesel does another tease on Facebook...

Vin Diesel is having a bit of fun over his meeting with Marvel Studios. As you may recall, the Fast & Furious star noted in June that he was meeting with the studio and then hinted at an Avengers 2 role by posing in front of artwork featuring the cover of the venerable comic book title's second image. Now, the actor has posted the following image of Groot from Guardians of the Galaxy to his Facebook page:

Groot is a sentient alien who has a tree-like body and has proven remarkably difficult to kill, regrowing himself from a sprig on three different occasions. He is known for having just one phrase: "I am Groot!" which may or may not be a misinterpretation of the subtle nuances of his race's language.

If thye casting is legit, Diesel joins Chris Pratt, Zoe Saldana, Dave Bautista, Lee Pace, Michael Rooker, Karen Gillan, Djimon Hounsou, Benicio del Toro, John C. Reilly and Glenn Close in the film, which releases on August 1, 2014.

Chilly reception for Kerry in Brazil, Colombia?

WASHINGTON (AP) ? Secretary of State John Kerry's trip to Colombia and Brazil this week builds on efforts to deepen relations with Latin America, but he can expect a curt reception from the two U.S. allies after reports that an American spy program widely targeted data in emails and telephone calls across the region.

On Kerry's first visit to South America as the Obama administration's chief diplomat, the disclosures by National Security Agency leaker Edward Snowden could chill talks on trade and energy, and even discussions about the Oct. 23 state dinner that President Barack Obama is hosting for Brazil's president, Dilma Rousseff.

"I don't think this is going to be a warm 'abrazo,'" said Michael Shifter, president of the Washington-based Inter-American Dialogue, using the Spanish word for "hug." ''I think it will be businesslike."

Kerry arrived late Sunday in Bogota, the Colombian capital. The country is holding peace talks to end a half century-old conflict with the Western Hemisphere's most potent rebel army, a rebel force diminished in strength thanks in considerable measure to U.S. military and intelligence support.

The U.S. wants to show its support for the peace talks between the Colombian government and the Revolutionary Armed Forces of Colombia, or FARC, which are taking place in Cuba.

Colombia is one of the United States' closest allies in the region, but the reports about the spying program have rankled Colombian officials.

Brazil's O Globo newspaper reported last month that citizens of Colombia, Mexico, Brazil and other countries were among the targets of a massive NSA operation to secretly gather information about phone calls and Internet communications worldwide. The reports were based on information provided by Snowden.

Colombia's president, Juan Manuel Santos, said Thursday that he wanted clarification from Washington on whether U.S. intelligence-gathering in Colombia had overstepped the countries' joint operations against drug traffickers and illegal armed groups. The U.S. has supplied Colombia with eavesdropping equipment, technicians and aerial surveillance.

Santos said in an interview with The Associated Press that Vice President Joe Biden called him about the issue following revelations by Snowden that U.S digital snooping has targeted allies as well as foes. Santos said Biden offered a series of technical explanations. Asked if he was satisfied with them, Santos replied, "We are in that process."

Biden also called Rousseff to express what Brazil's communications minister, Helena Chagas, said was "his regret over the negative repercussions caused by the disclosures." Biden invited Brazilian officials to Washington to get details about the spy program.

Rousseff told Biden that the privacy of Brazilian citizens and the country's sovereignty cannot be infringed upon in the name of security, and that Brazil wanted the U.S. to change its security policies and practices.

Last week, Brazil's Foreign Minister Antonio Patriota was at the United Nations with counterparts from other South American nations to express their indignation about the spy program to U.N. Secretary-General Ban Ki-moon.

The Obama administration has worked to forge stronger ties with Latin America. In May, Obama took a three-day trip to Mexico and Costa Rica. Biden has visited Colombia and Brazil, where he said stronger trade ties and closer cooperation in education, science and other fields should usher in a new era of U.S.-Brazil relations this year.

Brazil has received much attention in recent months because of Pope Francis' visit and preparations for the 2014 World Cup and the 2016 Olympics to be held in Rio de Janeiro.

Thousands of demonstrators have staged anti-government protests since June demanding better public services in return for high taxes they pay. Under considerable domestic pressure, Rousseff announced a $4 billion program to improve transportation, sewage and public housing in Sao Paulo, Brazil's largest city.

The protests have weakened her domestic support, but she can bolster her poll numbers with a strong stand against the U.S. over the spying allegations, said Carl Meacham, former Latin America adviser on the Senate Foreign Relations Committee and director of the Americas Program at the Center for Strategic and International Studies in Washington.

"I think the tone of the visit will be a bit tense because of these issues raised by the surveillance (program) and I think Secretary Kerry will have to speak to that," he said.

Basic Hints To College Admissions - Article - SubmitYourArticle.com

College admissions are not to be taken lightly by any aspirant. Since college admissions are kicking in many prospective college students are searching for the perfect college that will match their personalities. We will discuss what are the basics that you need to know and the facts that should be taken into consideration before applying for that college or university that you want.

You should consider details that need to match what you want and what is favorable to you. Taking the time to check about a college's size, reputation, programs and location can save you time and inconveniences. Be sure that whatever college you choose it will jive with your personality interests and skills.

There are about 1,635 colleges and universities with profiles that you can check. These college profiles include the college's information on average SAT scores accepted acceptance rates, college costs, enrollment numbers, financial aid information, college descriptions, photos and other useful details.

Try to check as well for college rankings. Learn how schools compare to one another. Check out the rankings of the best colleges, technical schools and state colleges. Be familiar as well with their programs that might lend a hand.

As part of the planning for college admissions, a timeline should be set in advance. Knowing important deadlines for SATs, ACTs and college admissions is a good practice. There are two major factors that might affect your college admission.

Early Decision is an accelerated college admission process in which students must complete in November. Commonly students will receive a decision from the college or university before the end of the year.

Some benefits of the Early Decision process is that it has a higher acceptance rate than regular college admissions students who aren't accepted early still has an equal consideration with the regular applicant pool students who are accepted early doesn't have to stress more about getting into college months before most applicants.

However this process is binding. If admitted or accepted, students must attend the school or else lose the enrollment deposit. The applicant can only apply to one college early although additional application for regular college admissions are allowed and lastly a student accepted early must attend the college before receiving a financial aid package.

As for the Early Action process which has a more attractive option than the Early Decision the acceptance rate is higher at many colleges for early Action than regular college admissions. Students who aren't accepted early can still be considered with the regular admission pool the process is not binding so the students can apply to other colleges even apply early if they prefer.

Students will also receive an early notification of acceptance but doesn't need to make a decision yet until the May 1 usual deadline. If accepted the spring of the senior year will be less stressful making it an advantage for the student.

As outlined above the early action process gives more benefits to students than to colleges. That is the main reason why more colleges offer early decision than early action.

Want to know more about college admissions. Then visit this recommended website and discover how admissions to college can benefit you.

Intuitive Password

Password managers vary quite a bit in the way they store your login credentials. Some keep all data on the local PC, or even keep the program and data on a removable drive. Others maintain a local store with an option to sync between devices. Still others keep all data in an encrypted cloud database. The free Intuitive Password definitely belongs to this last group, as it's entirely browser-based. It's an unusual product, and it has some rough edges.

Intuitive Password works under Windows, MacOS, Linux, Android, Chrome, and iOS. It runs in Chrome, Firefox, Opera, Safari, and Internet Explorer 9 or later. Those using IE 6, 7, or 8 need to install Google's Chrome Frame for compatibility.

Simple Sign-up
Getting started with Intuitive Password is just a matter of signing up for a free account. As always, you'll need to create one strong yet memorable password to protect all your other password. You'll also write your own security question and answer?this is important, as you'll need to supply the answer each time you log on from a new location. Make sure the answer isn't something anybody could find out about you; choose a question that only you will know how to answer.

Your free account lets you store 100 passwords, associate three tags with each password, share the account among three users, and append notes up to 255 characters long. The company plans five premium tiers of service with prices ranging from AUD $2 to AUD $50 per month (roughly $1.80 to $44.95), but these aren't in place yet. The Enterprise tier, the AUD $50 one, would get you 20,000 passwords with 200 tags each, 2,000 shared users, and notes up to 8,000 characters.

For additional security, the company plans SMS-based two-factor authentication. However, since it costs them money to send each verification text, this feature will be limited to the paid editions.

Multiple Display Modes
When I first logged in to Intuitive Password, it complained that my screen size was too small and offered to launch in Tablet Mode. I found that odd, given that I use a 1920x1080 monitor. It turns out that message actually meant the browser window was too small. To see the entire display in Widescreen Mode, I had to make the browser about 1400 pixels wide.

If you have a smaller monitor, fear not. You can run the program in Tablet Mode or even in Mobile Mode. These modes gain screen real estate by folding various features into tabs rather than trying to display everything at once. Naturally the correct mode is selected automatically if you're actually running on a tablet or mobile device.

No Automation
LastPass 2.0, Dashlane 2.0, RoboForm Desktop 7 and the majority of other password managers I've reviewed automate the password management process. They automatically capture your credentials as you log in to a secure site, and automatically play back those credentials when you return. Most of them also offer a menu or list of stored logins, so a single click can navigate to a site and log in.

Intuitive Password is among the minority, the password managers that don't offer automation. This feature is on the horizon, according to my contact at the company. "We don't want to just repeat a similar functionality that already exists in the market," he said. "Instead we are doing some technical research on how to capture passwords from a browser without any plugin or extension." That sounds amazing, but also a bit alarming. So, one tab in my browser can capture passwords from another tab, or another browser window? I hope they promise to only use their powers for good.

SecurityWatch

Next to every password field is a button you can click to generate a secure password. You can set the desired length and choose to include uppercase letters, lowercase letters, digits, or punctuation. The password generator rates your generated password's strength; you can also just type your own passwird in its display field and get a rating.

Like Intuitive Password, my1login is entirely Web based, and doesn't capture passwords. However, by means of a Javascript bookmarklet it can automate password replay. KeePass doesn't install a browser plug-in and hence can't capture passwords, but it manages password replay by simulating keystrokes. mSecure Password Manager doesn't capture or replay passwords; it's more of a static password database.

Mexico releases drug kingpin Rafael Caro Quintero

MEXICO CITY (AP) ? Infamous drug lord Rafael Caro Quintero walked free Friday after 28 years in prison when a court overturned his 40-year sentence for the 1985 kidnapping and killing of a U.S. Drug Enforcement Administration agent, a brutal murder that marked a low point in U.S.-Mexico relations.

The U.S. Department of Justice said Friday it was extremely disappointed by the release of the man convicted in the killing of DEA agent Enrique Camarena, calling it "deeply troubling."

Mexico's Attorney General Jesus Murillo Karam said in a statement that he was "worried" about the court's decision, adding that his office is analyzing whether there are any charges pending against Caro Quintero.

Caro Quintero, 60, was a founding member of one of Mexico's earliest and biggest drug cartels. The court ruled Wednesday that he had been improperly tried in a federal court for a crime that should have been treated as a state offense. Prison officials were notified of the ruling on Thursday, and an official at the Jalisco state prosecutors' office said the drug lord left prison before dawn on Friday. The official was not authorized to speak on the record.

News media were not alerted until hours after the release, and U.S. authorities apparently received no prior notification.

"The Department of Justice and the Drug Enforcement Administration learned today that early this morning Rafael Caro Quintero was released from prison," said Justice Department spokesman Peter Carr.

The DEA, meanwhile, said it "will vigorously continue its efforts to ensure Caro-Quintero faces charges in the United States for the crimes he committed. "

Caro Quintero still faces charges in the United States, but Mexico's Attorney General's Office said it was unclear whether there was a current extradition request.

Apparently, the U.S. had requested his extradition for the Camarena killing ? something Caro Quintero can't be tried twice for ? but may not have filed extradition requests for pending U.S. drug charges.

The U.S. Department of Justice said it "has continued to make clear to Mexican authorities the continued interest of the United States in securing Caro Quintero's extradition so that he might face justice in the United States. "

Caro Quintero helped establish a powerful cartel based in the northwestern Mexican state of Sinaloa that later split into some of Mexico's largest cartels, including the Sinaloa and Juarez cartels.

He is still listed as one of the DEA's five top international fugitives, and U.S. authorities believe he continued to control the laundering of drug money from behind bars.

"Caro Quintero continues to launder the proceeds from narcotics trafficking and he maintains an alliance with drug trafficking organizations such as the Sinaloa Cartel, most notably with Esparragoza Moreno's network," said Treasury Department spokesman John Sullivan, referring to Juan Jose Esparragoza Moreno, also known as "El Azul," or "Blue" because of the dark color of his skin, who is allegedly a top leader of the Sinaloa cartel.

In June, the Treasury Department imposed sanctions against 18 people and 15 companies that allegedly moved money for Caro Quintero.

"Caro Quintero has used a network of family members and front persons to invest his fortune into ostensibly legitimate companies and real estate projects in the city of Guadalajara" said Adam Szubin, Director of Treasury's Office of Foreign Assets Control. Caro Quintero has spent almost his entire sentence at a prison on the outskirts of that city, Mexico's second-largest city.

Mexico's relations with Washington were badly damaged when Caro Quintero ordered Camarena kidnapped, tortured and killed, purportedly because he was angry about a raid on a 220-acre (89-hectare) marijuana plantation in central Mexico named "Rancho Bufalo" ? Buffalo Ranch ? that was seized by Mexican authorities at Camarena's insistence.

Camarena was kidnapped on Feb. 7, 1985, in Guadalajara, a major drug trafficking center. His body and that of his Mexican pilot, both showing signs of torture, were found a month later, buried in shallow graves.

American officials accused their Mexican counterparts of letting Camarena's killers get away. Caro Quintero was eventually hunted down in Costa Rica.

At one point, U.S. Customs agents almost blocked the U.S. border with Mexico, slowing incoming traffic to a standstill while conducting searches of all Mexicans trying to enter the United States.

Camarena's fellow DEA agents considered him a hero in the war against drug trafficking and the El Paso Intelligence Center, where U.S. federal agencies collect information about Mexican drug barons, is dedicated to him.

Times have changed since the low point, and cooperation has strengthened, but Caro Quintero's release Friday reopened old wounds.

Edward Heath, the former DEA regional director for Mexico at the time of the Camarena killing who was present during the identification of the agent's body from dental records, said the release reflected a broader lack of cooperation with the U.S. from the new Mexican government, a contrast to the policy of former President Felipe Calderon.

"You had a president that was working very close with our government in a quiet way. These people come in and so, boom, the curtain comes down," said Heath, now a private security consultant. "It means a disrespect for our government."

He said he was skeptical of the explanation that there was a justifiable legal rationale for Caro Quintero's release.

"There's some collusion going on," he said. "This guy is a major trafficker. This guy is bad, a mean son of a gun."

Caro Quintero is said to have pioneered links between Colombian cocaine cartels and the Mexican smugglers who transport their drugs into the United States.

The ruling left many wondering why it took so many years for judges to determine Caro Quintero was tried in the wrong court.

"They were always 'political' prisoners serving sentences for as long as the U.S. kept up the pressure," said a former DEA official who once worked in Mexico. He is not authorized to talk about the case because he still does work in Mexico.

"The bribe money to get them out was always there. Mexican 'justice' is always built on very weak foundations. And they seem to like it that way. Sad," he added.

Raul Benitez, a security expert at Mexico's National Autonomous University, said the ruling may portend more such procedural rulings following the January freeing of French citizen Florence Cassez, who was convicted in Mexico for being part of a kidnapping ring.

The Frenchwoman served seven years of a 60-year sentence before Mexico's Supreme Court voted 3-2 to release her in January because of procedural and rights violations during her arrest, including police staging a recreation of her capture for the media.

"What appears to be coming is an avalanche of judicial appeals, with the drug traffickers hiring very good, very expensive lawyers, arguing there were violations of due process," said Benitez. "The government is going to have problems."

Mexican courts and prosecutors have long tolerated illicit evidence such as forced confessions and have frequently based cases on questionable testimony or hearsay. Such practices have been banned by recent judicial reforms, but past cases ? including those against high-level drug traffickers ? are often rife with such legal violations.

"The government has to be prepared to keep an eye on judges so that they don't fall into the easy argument of due process," Benitez said, "because there may also be judges who are receiving money" to accept such arguments.

California set to release 1,000 state prisoners

A legal expert says California's bloated prison system means the state could release 1,000 inmates who are considered non-violent.?

California officials must relocate almost 10,000 inmates following court orders to ease prison overcrowding by the close of the year, with low-level offenders more likely to be released.

"And that's because the more serious crimes typically are incarcerated in the state system, which is under an order to reduce the population,? says Carol Chase, professor of law at Pepperdine University School of Law.

?The population is being reduced by shipping the prisoners to county jails, which tend to be overcrowded to begin with,? she adds.

The U.S. Supreme Court recently decided to let a ruling stand that said California prisons are overcrowded. Gov. Jerry Brown has appealed the decision by a three-judge panel but he must comply with the order.

"One of the bigger dangers is because the county jails are used for people who have been given sentences of nonviolent crimes ? but they're not victimless crimes ? these people are more likely to be released or to be kept on some sort of an out-of-prison monitoring system,? Chase tells OneNewsNow.

Opponents say the release of low-level offers will mean more crime, which can range from theft, assault or drug-related crimes.

The state is considering sending prisoners out of state or housing them in firefighting camps or other spaces.?

GOP Rep. Steve King: Global warming is a religion

Iowa Republican Rep. Steve King told a crowd in Fort Dodge that global warming was more ?religion? than actual science.

?It is not proven, it?s not science. It?s more of a religion than a science,? King said while on the ?Bruce Braley Big Government Tour,? sponsored by the conservative group Americans for Prosperity.

Earlier this summer, President Obama unveiled his new plan to tackle global warming and cut U.S. carbon dioxide emissions. His announcement was welcomed by environmental groups, which see these emissions as the main driver of global warming.

?[W]e also know that the climate is warming faster than anybody anticipated five or 10 years ago,? Obama said at a Chicago fundraiser in May. ?I don?t have much patience for people who deny climate change, but if you?ve got creative approaches, market-based approaches, tell me about them.?

However, scientists have started to readjust their warming predictions due to the fact that global temperatures?have been flat for the past 15 years.

During a July hearing of the Senate Committee on Environment and Public Works, Louisiana Republican Sen. David Vitter asked a panel of climate experts if any could ?say they agree with Obama?s statement that warming has accelerated during the past 10 years??

After several seconds of silence, one of the panelists said the U.S. should consider periods of flat temperatures longer than 10 years, but conceded that warming trends had slowed rather than accelerating.

King said that global warming wasn?t only a bad thing.

?Everything that might result from a warmer planet is always bad in (environmentalists?) analysis,? King said. ?There will be more photosynthesis going on if the Earth gets warmer. ? And if sea levels go up 4 or 6 inches, I don?t know if we?d know that.?

?We don?t know where sea level is even, let alone be able to say that it?s going to come up an inch globally because some polar ice caps might melt because there?s CO2 suspended in the atmosphere,? he added.

3 Washington kids rescued in FBI prostitution raids

WASHINGTON? -- Authorities rescued 105 children who were forced into prostitution and arrested 150 pimps and others in a three-day law enforcement sweep in 76 American cities, the FBI said Monday. The victims, almost all girls, range in age from 13 to 17.

Three of the children were recovered in Washington state and nine people were arrested, suspected of abuse to a minor and related crimes. The FBI said it also interviewed 55 adults who were engaged in prostitution in Washington and recovered large amounts of cash, two guns, a knife, a taser and several stolen identification cards.

The local sting took place last Wednesday through Sunday in Everett, Federal Way, Kirkland, Lakewood, Renton, Seattle, Tacoma, Tukwila and throughout King County.

Noel Gomez is a former Seattle prostitute who now works with teens in the King County Juvenile Detention Center.? Gomez said that the typical age for a girl entering prostitution, known on the street as ?the life? is just 14.??
Every morning Gomez goes through the list of girls police have brought into lockup and tries to meet with them.

?Today there?s eight I need to go see,? she said in an interview at her office on Monday morning.?

Gomez offers emotional support and challenges the girls who equate love with bondage to ask themselves a simple question about their pimp:? ?If you weren?t out there making money, would he be with you?? And the answer is ?no? because pimps are pimps.? That?s what they do,? Gomez said.

Gomez said she?s worked with police on two previous versions of Operation Cross Country, like the one announced Monday that put Seattle area pimps behind bars and freed child prostitutes facing a lifetime of abuse and fear.

?You?re always worried about your life, basically if you?re going to live through the next day because every time you go into a hotel room or meet with a ?john? you don?t know if they?re going to kill you,? she said.

Gomez considers every girl she convinces to get out, to be a life saved.? It might take months or it might take years.? It took Gomez 15 years to get out, now she offers a lifeline to girls trying to do the same.

The FBI?said the victims are being offered help with job training, housing, counseling, and medical and education assistance.

The largest numbers of children rescued were in San Francisco, Detroit, Milwaukee, Denver and New Orleans. The campaign, known as Operation Cross Country, was conducted under the FBI's Innocence Lost initiative.

Social media are a common denominator in many of the rescues.

Last year, five members of the Underground Gangster Crips contacted teens at school or through Facebook, DateHookUp.com or other online social networking sites, enticing the girls to use their looks to earn money through prostitution.

As for websites, Liz McDougall, the general counsel for Backpage.com, said that if that site were shut down to the advertisements in question, the information that can lead to the rescues would be lost to law enforcement because the ads would be pushed to "offshore uncooperative websites.?

"We feel very strongly that we're doing the right thing, and we're going to continue to do the right thing and we congratulate the FBI and everybody with the task forces involved in the program," said McDougall.

In earlier sweeps, child prostitution victims have been recovered at major sporting events -- including the NCAA Final Four and Super Bowl, Hosko said.

In the 1990s, gangs took control of street prostitution across America; that forced pimps to move girls into sporting events where security existed, said Dr. Lois Lee, founder and president of Children of the Night, a nonprofit group that has rescued 10,000 children from prostitution since 1979.

Hosko said the plight of the young people often goes unreported to authorities because the children in many instances are alienated from their families and are no longer in touch.

Pimps operate wherever vulnerable potential victims can be found. Some are being recruited right out of foster care facilities, Hosko said.

For the past decade, the FBI has been attacking the problem in partnership with a private group, the National Center for Missing and Exploited Children.

John Ryan, the head of the center, called the problem "an escalating threat against America's children.?

The Justice Department has estimated that nearly 450,000 children run away from home each year and that one-third of teens living on the street will be lured toward prostitution within 48 hours of leaving home.

Congress has introduced legislation that would require state law enforcement, foster care and child welfare programs to identify children lured into sex trafficking as victims of abuse and neglect eligible for protections and services.

"In much of the country today, if a girl is found in the custody of a so-called pimp she is not considered to be a victim of abuse, and that's just wrong and defies common sense," Sen. Ron Wyden, D-Ore., said during a Senate Finance Committee hearing last month. Wyden co-sponsored the legislation with Sen. Rob Portman, R-Ohio.

Golf-Tiger frustrated after losing ground at PGA

ROCHESTER, New York | Sat Aug 10, 2013 1:44am BST

ROCHESTER, New York Aug 9 (Reuters) - Not much went right for a frustrated Tiger Woods in Friday's second round of the PGA Championship. He putted poorly and lost ground to the leaders on a day when low scores abounded in rain-softened conditions.

A heavy favourite coming into the tournament after winning last week's WGC-Bridgestone Invitational by seven shots, Woods battled to a level-par 70 before heading off to the practice range.

His bid to end a five-year title drought in the majors appeared to be in tatters as he ended the day 10 strokes behind pacesetting American Jason Dufner, tied for 38th at one-over par.

"Obviously I'm going to have to put together a really good weekend," Woods told reporters.

"This golf course is pretty soft. It's definitely gettable. Got to hit the ball in play and keep the ball near the hole so I can be aggressive with my putts."

Woods offset four birdies with four bogeys in a round that included 32 putts, and two three-putts over the closing stretch.

Asked if disappointment summed his feelings, Woods replied: "Just the finish I had obviously, and driving the green at 14 and three-putting there. And then three-putting at 16.

"I missed a few (putts) today. I didn't hit it anywhere near as good as I did yesterday. Consequently, I didn't have that many looks. When I did, I missed my share, too."

Every aspect of his game appeared to be in top order last week as Woods clinched his 79th career PGA Tour win and his fifth victory of the year in just 11 starts.

IDEAL POSITION

Asked to explain the sharp contract in form, he replied: "Just the way it goes.

"Obviously I need to hit it better than I have, obviously keep the ball below the hole so I can be aggressive with the putts."

A four-times winner of the PGA Championship, Woods faces a massive task going into Saturday's third round as he seeks to regain form with 37 players ahead of him on the leaderboard.

"I'm going to have to do my job and shoot a good round," said the 37-year-old. "But also, then again, I'm so far back that if the leaders go ahead and run off with it and shoot a low one tomorrow, I'm going to be pretty far behind.

"I have got to do my job tomorrow, go out there and post something in the mid to low 60s, like some of the guys did today.

"Some of the guys were seven under through 14, seven under through 14. It definitely can be done." (Reporting by Mark Lamport-Stokes; Editing by Julian Linden)

Cancer progression is aided by the ability of tumors to evade recognition by the immune system. In this issue of the Journal of Clinical Investigation, Gerard Blobe and colleagues at Duke University identify a mechanism by which tumors evade detection. Using mouse models of breast cancer and melanoma, they show that loss of the Type III TGF-? receptor (TGFBR3) in tumors promotes cancer progression by altering signaling in tumor-associated immune cells.

This study supports the use of TGF-? inhibitors to enhance the efficacy of therapies that promote immune-mediated elimination of tumor cells.

Shares of Arris Group rise on strong 2Q results

NEW YORK (AP) -- Shares of Arris Group Inc. rose Thursday after the internet equipment provider posted better-than-expected second-quarter results, boosted by contributions from its acquisition of Motorola Home.

THE SPARK: Arris said late Wednesday that it posted a loss of $50.3 million, or 37 cents per share. The compared with a year-ago profit of $15 million, or 13 cents per share, in the same quarter of 2012.

Excluding one-time items, the company earned an adjusted 46 cents per share for the recent quarter, well ahead of average analysts' estimates of 25 cents per share, according to FactSet.

Revenue nearly tripled to $1 billion. Analysts expected $975.6 million.

For the current quarter, Arris said it expects to post an adjusted profit of 32 cents to 37 cents per share on $1.05 billion to $1.08 billion in revenue. Analysts expect a profit of 28 cents per share on $1.11 billion in revenue.

THE BIG PICTURE: Earlier this year, Suwanee, Ga.-based Arris bought Motorola Mobility's TV set-top business from Google Inc. for about $2.2 billion in cash. The deal was designed to catapult Arris from being a relatively minor provider of high-speed Internet equipment into a much larger player in the delivery of video.

Since the deal closed in April, Arris shares have fallen about 7 percent.

THE ANALYSIS: Jefferies analyst James Kisner backed his "Hold" rating for the stock, saying that while the third-quarter guidance was mixed, he's impressed overall by Arris' earnings power. But he said he'll hold off on buying the shares until he's more confident about the growth and profitability prospects for the company's set-top box business.

THE SHARES: Up 63 cents, or 4 percent, to $16.25 in morning trading, after peaking at $16.85 earlier in the day. Over the past 52 weeks, the company's shares have traded between $12.40 and $17.98.

Insight co-founders Tim & Eric Crown form US-China business advisory group

Left to right: Tim Crown, Eric Crown and Robert Parker in China.

Insight Enterprises Inc. co-founders Tim and Eric Crown have partnered with Robert Parker, a former Insight executive, to form an advisory group on U.S.-China business relationships.

The Crown Parker Advisory Group started up about 18 months ago, but wasn?t formalized as an entity until the past couple of months. It specializes in strategic partnerships, mergers and acquisitions, raising capital and government relations between high-profile American and Chinese companies.

The trio is working with clients in the fields of clean energy, logistics, entertainment, commodities and banking.

?We?ve been very helpful to large organizations to help them shepherd through the process,? said Eric Crown, who said their Fortune 500 clients wish to remain anonymous. ?We help them with the pitfalls of working in China and understanding how the government relations work.?

The group is helping to develop a new cold chain logistics company in China. Up to 70 percent of Chinese perishables go bad because they don?t have a good system to keep the goods cold, Crown said.

?We?re helping the Chinese understand cold chain logistics, working with refrigerator trucks and figuring out how to deliver the goods to the Chinese,? he said.

The Crown brothers started Insight (Nasdaq:NSIT) in Tempe in the late 1980s. Eric left the technology provider about seven years ago, and Tim is still chairman.

Parker, former Insight vice president of financial services, became a friend of China?s President Xi Jinping after interviewing him for Fox News in February. He said he feels confident that with Jinping?s leadership, China and the U.S. ?will succeed together in business and in friendship.?

Is Your Birth Control Effective? How to React to Unwanted Pregnancy

Maybe you've been on the Pill since you were 16. Or perhaps you're someone who always keeps a condom in your purse?just in case. Whatever your contraceptive of choice, you're confident that using it means you won't be sporting a baby bump in the near future. And, to a certain extent, you should be able to breathe easy: Modern birth control is extremely effective. But nothing works 100 percent of the time, and slipups occur more often than you might think. According to the Guttmacher Institute, a whopping 49 percent of all pregnancies in the United States are unintentional?and not everyone who finds herself unexpectedly knocked up was snoozing through sex-ed class. In fact, half of all women who accidentally get pregnant were using some type of birth control.

So what's going wrong? A lot of it comes down to user error, such as neglecting to take an oral contraceptive every day. "Life is busy and complicated for most people, and sometimes having to think about one more thing is too much," says Katharine O'Connell White, M.D., division chief of general obstetrics and gynecology at Baystate Medical Center in Springfield, MA.

Of course, taking care of an un-anticipated addition to your family is no easy feat either. Here's what went wrong for five readers, plus strategies for getting it right.

Ebix says money laundering allegations are false; shares slide

By Sruthi Ramakrishnan

(Reuters) - Ebix Inc said allegations that it was involved in money laundering were false, after its shares tumbled on a Bloomberg report that federal investigators were reviewing the insurance software maker's cross-border financial transactions.

A former Ebix executive was asked by the FBI about the company's wiring of funds to operations in locations such as India, Sweden and Singapore, Bloomberg reported, citing people with knowledge of the matter. (http://link.reuters.com/jaz22v)

Ebix said in a statement on Tuesday that the Bloomberg article was "erroneous" and that "allegations of money laundering were false, inaccurate and likely to cause significant financial harm to Ebix shareholders."

A spokesman at the U.S. Attorney's Office in Atlanta did not comment on the matter. A Bloomberg spokeswoman said the news agency stood by its report.

Ebix shares fell as much as 30 percent to a low of $8.31 before closing down 7.5 percent at $10.91 on the Nasdaq.

The Bloomberg report comes after Ebix said in June that its planned merger with an affiliate of Goldman Sachs Group Inc was canceled after U.S. regulators started an investigation into allegations of misconduct at the company.

The report said one area of interest to FBI agents and attorneys for the Securities and Exchange Commission was Ebix's largest investor, the Rennes Foundation.

Ebix said on Monday it had no business or transactional relationship with any company affiliated with the Rennes Foundation except as an investor of the company.

Liechtenstein-based Rennes owned 9.6 percent of the company's stock, as of July 9.

The lead director of Rennes Foundation, Rolf Herter, was not immediately available for comment. Herter is also on the Ebix board.

Ebix has been dogged by allegations from short-sellers about inaccuracies in its financial statements since 2011.
